A Brief Introduction to Relations between China and Southern Sudan

I. Official Relations

In 2005, H.E. General Salva Kiir Mayardit, who was Deputy Chairman of Sudan People’s Liberation Movement (GOSS), visited China.

In July, 2005, H.E. General Salva Kiir Mayardit, First Vice President of the Republic of Sudan and President of the Government of Southern Sudan, visited China. H.E. Hu Jintao, President of the People’s Republic of China met with him.

In September 1st, 2008, China launched its Consulate General in Juba.

In November, 2009, H.E. Zhou Yongkang, member of the Standing Committee of the Political Bureau of Communist Party of China(CPC) Central Committee and Secretary of the Political and Legislative Affairs Committee of the CPC Central Committee, met in Khartoum with H.E. Lieutenant General Riek Machar, SPLM Deputy Chairman and Vice President of Government of Southern Sudan, H.E. Malik Aqqar, SPLM Deputy Chairman and governor of Blue Nile State, H.E. Pagan Amum, SPLM Secretary General and H.E. Deng Alor, Minister of Foreign Affairs of the Republic of Sudan.

Other important mutual visits:

In September 2008, H.E. Zhai Jun, Chinese Special Envoy and Assistant Foreign Minister, visited Southern Sudan and met with H.E. General Salva Kiir Mayardit.

In November, 2008, Hon. Barry Wanji, Chairperson of Special Committee of Development, Economy and Finance of Southern Sudan Legislative Assembly, visited China.

In June, 2009, H.E. Ambassador Liu Guijin, Chinese Special Representative on African Affairs, met with H.E. Malik Aqqar, SPLM Deputy Chairman and governor of Blue Nile State, H.E. Pagan Amum, SPLM Secretary General on the margins of Forum for Support of the Comprehensive Peace Agreement held on June 23 2009 in Washington, the United States.

On December, 2009, H.E. Lieutenant General Alfred Ladu Gore, Goss Presidential Advisor on Diplomatic Affairs, visited China. H.E. Wang Jiarui, Minister of the International Department of CPC Central Committee, and H.E. Zhai Jun, Vice Minister of Foreign Affairs, met with him respectively.

On December, 2009, Mr. Song Aiguo, Director General of the Department of Western Asian and Northern African Affairs of Ministry of Foreign Affairs of China, visited Southern Sudan. He met with H.E. Lieutenant General Riek Machar, Goss Vice President, in Khartoum and with H.E. Luka Biong Deng, Minister of Presidential Affairs and Madame Beatrice Khamisa Wani, Acting Undersecretary of Ministry of Regional Cooperation in Juba.

In March 2010, H.E. Ambassador Liu Guijin, Chinese Special Representative on African Affairs, visited Southern Sudan and met with H.E. General Salva Kiir Mayardit, First Vice President of the Republic of Sudan and President of the Government of Southern Sudan. He also met with H.E. Luka Biong Deng, Minister of Presidential Affairs.

In April 2010, China sent a team to monitor 2010 elections in Southern Sudan.

II. Economic Relations

Economic assistance from China to Southern Sudan dates back to 1970s, when China sent three permanent medical teams to Southern Sudan and Chinese agricultural experts provided technical support on rice farming in Southern Sudan.

Nowadays, China assistance covers wide range of areas such as medicine, education, urban water supply, human resources development, etc.

Since 2005, Chinese companies started investment in Southern Sudan, mainly in hotels and construction. Large sized Chinese enterprises serve as contractors to projects such as design or construction of roads and dams.

III. Cultural and Educational Cooperation.

China donated musical instruments and sports facilities, and provides acrobatic training and full scholarship to Southern Sudan.

IV. Participation in UNMIS

China contributes civil police, military observers and troops to United Nations Mission in Sudan.
